Line two baking sheets with parchment paper and set them aside. Melt the chocolate melting wafers in a double boiler until smooth.
20 ounces Ghirardelli dark chocolate melting wafers
Dip an Oreo cookie into the dark chocolate, making sure it is fully covered and evenly coated. Lift it out with a fork and lightly tap on the edge of the pot to remove excess chocolate. Transfer the cookie to the prepared cookie sheet.
24 Double Stuff Oreos
Place one white chocolate wafer on the lower half of the Oreo. Place the orange mini M&M so that it’s centered in the middle of the cookie, right above the wafer. Add the candy eyes.
Use two peppermint candies to make the earmuffs, placing them on the sides of the Oreo.
48 Peppermint candies (round)
Attach a 2-inch piece of Twizzler across the top of the cookie to make the strap. Note: It’s best add the Twizzler last after adding the rest of the decorations. This will allow the chocolate to set and will help the Twizzler stay in place.)
2 Pull n Peel Twizzlers
Repeat the steps with the rest of the cookies, then place the penguins on the baking sheets and chill them in the fridge for 10 minutes or until the chocolate is set.
Melt a few black melting wafers and use the melted chocolate to draw little bow ties and buttons on the penguin’s belly (optional)

Notes
If you don't have parchment paper, you can use wax paper instead.
We used Ghirardelli chocolate wafers but you can substitute other brands if needed. You can also use milk chocolate instead of dark.
